climate change, b) size - significant impact on the
country's sustainable development, being a strategic
area of agricultural production, c) there is a combination
of the three main impacts (flooding, drought,
desertification), d) significant impact on the local
population. Although no involuntary resettlement is planned
under any of the components, activities under component 2
could trigger the policy. In compliance with the policy, in
order to avoid, minimize or compensate for any adverse

eradication and control of pests has a negative impact and
is a source for potential contamination of water drained

infrastructure of roads and rural electrification - the
potential negative environmental and social impacts for
these projects tend to be associated with the health and
safety of workers, as well as alterations in the habitat of
wildlife; 4) obstruction of the canals and drainage
collectors with sediment, vegetation and aquatic weeds; 5)
Reduction flow of the river downstream of the irrigation
system, affecting its ecology and its use (aquatic life,
recreation, dilution of effluent, etc.); and 6) introduction

builds upon the achievements of the on-going Provincial
Roads Project. Among the specific objectives of this project
are the following:(i) Propose an instrument that identifies
in a speedy manner, the legal and institutional issues most
relevant to be taken into account to comply with the laws
and procedures to comply with them; (ii) Define procedures
for socio-environmental management in the different phases
of the project cycle; (iii) To present a methodology for
fast and easy categorizing a project as a function of
socio-environmental risk, with a view to proposing for each
level of risk environmental or social studies required to
comply with relevant environmental legislation; iv)
Identifying the procedures required to comply with the
demands of environmental authorities, and the current
regulations; (vi) To identify those responsible for the
environmental and social management and its role in every
stage of the project. There are several activities related
to the execution of the project that can generate potential
socio-environmental risks. It should be noted that the
socio-environmental impacts foreseen in the program are
mainly temporary, appearing primarily during the execution
of the works. Potential environmental and social impacts
include: Air pollution; contamination by solid wastes. Among
the pollutants that are produced at the stage of execution
of the works are waste material and waste products of

Through improved services the Project aims to support the
