In recent decades, Colombian cities have been engines of growth, while at the same time improvements in quality of life has been directly associated with urbanization. Nevertheless, this development represents enormous challenges, for which a wide range of innovative solutions is needed. Among the challenges facing the Government of Colombia are congestion, mobility, disaster risk management, urban environmental protection, housing and basic services, as well as redevelopment of cities. The Rapid Assessments and Action Plans for Public Administration (RAAP) will evaluate, in short periods of time, six key aspects of public administration, namely, P... Mostrar más + ublic Administration Management, Asset Management, Administration Tax Acquisition / Procurement, Ensuring Fiscal Sustainability and Management Public Expenditure. The RAAP will: (i) identify the main weaknesses of each of these aspects and their impact on the fiscal and service delivery, and (ii) propose a series of reforms to improve management and operational management capacity, probably with a positive impact on the fiscal situation and / or the provision of services. The RAAP begins with an analysis to determine if these six institutional and key managements in the public sector lead to some accepted results of a public sector in connection with a proper operation. It will characterize the desired results and then show in what areas of shortcomings there are to overcome and to achieve them. Mostrar menos -
