developing measures aimed at mitigation and adaptation to
climate change. The aim is to reduce the buildup of
greenhouse gases in the atmosphere, through the reduction of
emissions in the landfill of the city of Montevideo. This
project complies with all social and environmental safeguard
policies of the World Bank. However, there are negative
impacts of the project. On the atmosphere, the impact can be
seen as slightly negative, due to the chance of noise and
air pollution caused mainly by the movement of machinery and
vehicles during the installation of project infrastructure
and construction of the plant. The greatest impacts on the
environment, in terms of soil erosion and temporary
modifications of the topography have been previously caused
by the construction and operation of the landfill. The
installation of the infrastructure is what will cause a
greater effect. The visual impact on the landscape is
considered an unfavorable impact of the project in the
construction phase, as in the operation of the landfill.

There are four components to the project. The first
component is Establishment of an Agricultural Information
and Decision Support System (IDSS) to integrate, synthesize,
and generate critical and timely information in relation to
natural resource management, short and medium term climate
forecast, as well as potential long term changes and
impacts. The second component is on farm investments for
'climate-smart' agriculture and livestock
management. This component would be implemented by Ministry
of Livestock, Agriculture and Fisheries (MGAP's) Rural
Development Directorate (DGDR) and would finance carrying
out of demand-driven subprojects consisting of investments
and technical assistance. The third component is to capacity
building and training. This component would finance
activities aimed at strengthening the capacity of (a)
farmers (regardless of their farm size) and technical staff
of advisory service providers to adopt integrated natural
resource and water management practices, and (b) MGAP,
specifically of its Natural Resources Directorate (RENARE),
to implement its natural resources management programs and
climate change strategy in the agricultural sector. The
fourth component is project management and monitoring and
evaluation (M and E). This component would provide the funds
required for (a) supporting the operation of the? Project
Management Unit (PMU) for the efficient coordination and
management of the project; (b) supporting the operation of
the project's M and E system; (c) coordinating and
supervising the implementation of the training activities
described in third component; and (d) supporting the design
and implementation of a communication strategy to
disseminate results and lessons learned within the country

Uruguay is strengthen public sector
administration; improving competitiveness through measures
seeking to facilitate trade; strengthen the business
environment and develop financial markets; improving social
inclusion through measures seeking to enhance the equity and
efficiency of health; and education and social protection
services. The development policy loan (DPL) with a deferred
drawdown option (DDO) is the second and final of a
programmatic series of two loans. The series supports the
implementation of economic and social sector reforms in the
following areas: (i) strengthening the efficacy of the
public sector; (ii) improving competitiveness; and (iii)
making further advances on social inclusion, through
improvements in efficiency and equity of social sector
services delivery. The second DPL plays an important role in
continuing and deepening support to existing components of
the reform program supported by the first DPL. The move from
the DPL envisaged in the Country Partnership Strategy (CPS)
to a DPL with a Deferred Drawdown Option (DDO) reflects

management measures on soil, water, natural pastures, it
seeks to improve the productivity of rural establishments
integrating biodiversity conservation, tending to reduce the
vulnerability of family farmers to climate variability. In
parallel, it will improve early warning systems, improving
decision-making process and the predictability and risk
management to extreme weather. The development objective of
the project is to make investments in agriculture and
livestock production systems environmentally sustainable and
resilient to climate variability while reducing GHG
emissions from the sector. The objective would be achieved
through developing instruments that would provide critical
and timely information, as well as technical and financial
assistance, to farmers in order to promote investments in
their production systems aimed at reducing risks and making
them more resilient to extreme climatic events. As a sector
project where funding for specific subprojects will be
examined on a case by case basis during implementation, the
environmental impact depends on: i) how each sub-project
will be evaluated for potential environmental consequences
that lead to rejection acceptance, redesign or acceptance
subject to mitigation measures, and ii) the likelihood of an
institutional structure that could implement the
recommendations of the Environmental Assessment. This
project is to generate demand from the productive sector
investment projects. This may mean that a proposal could
create a risk of environmental impact. The project will
contribute to the sustainability of the expansion and
development of the agricultural sector in the medium and
long term upgrading the integrated management of natural
resources through improving the environmental quality of
farms among other things to improve water use, soil and
natural pastures, to increase forest cover with native
species, reduce the use of agrochemicals, improved water
catchment areas and others such as those mentioned in the
preceding paragraphs. Since this is the expected result, it
does not qualify as a project that generates a negative
environmental impact; quite the contrary, at the

Full Time Schools Program. The project will reach
approximately 10,000 direct beneficiaries, who reside mainly
in marginal urban areas. The primary beneficiaries will be
students, teachers and principals that are converted from
existing Escuelas de Tiempo Completo (ETC), and the students
and their families living in areas of high urbanization
where new schools will be built. Adverse environmental
effects of the Project, if any, will be minor and localized.
The potential environmental impacts of the construction
generally can be direct or indirect. While a direct impact
may change the topography of the land for the implementation
of a project, the indirect impacts are the changes that are
induced into the environment, population, the use of land
and environmental resources. Potential adverse impacts
include: Air pollution, air emissions (eg. Dust, odors,
toxic fumes) and increased noise; Soil contamination due to

fueron seleccionados en consulta con las autoridades
salientes, sobre la base de trabajo pasado y en curso de la
institución, dando prioridad a las áreas en las que su
cooperación tendría el mayor valor agregado. Uruguay tiene
una economía pequeña, pero con muchas fortalezas y un
elevado potencial de crecimiento y desarrollo social. El
país tiene una larga tradición democrática, un sistema
político que funciona con reglas de juego claras y
gobernabilidad, e instituciones sólidas en todos los
niveles. Uruguay es uno de los países más equitativos de
América Latina y goza de una paz social que se destaca en el

implemented. The main purposes of the present report are: a)
to analyze the main characteristics of family agriculture as
well as its development potential and constraints; b) to
examine Uruguay's current agricultural policy and
institutional framework; c) present a set of measures aimed
at reducing vulnerabilities and increasing development
opportunities for family producers; and d) contribute to
Ministry of Livestock, Agriculture and Fishery's
(MGAP's) preparation of an agricultural and rural
development plan 2010-15, by presenting a set of policy
recommendations and measures to support an economic and

within the Government's overall strategy to promote

crises and retained its role as an important sector of the
