The development objective of the new project is to improve the sustainability of water services and sanitation of OSE: (i) increasing the reliability, efficiency and resilience of the water and sanitation and (ii) strengthening its management capacity. For projects requiring the displacement of population, there is a close relationship between technical stages of the work and the formulation and implementation of the Resettlement Plan. This will ensure the availability of land and resolution of the damages that do not involve acquisition of property at the time of starting the construction works and give the time necessary to implement the resettlement plan. The following describes the relationship between construction phases and activities of the Plan: potential impacts will be identified in order to determine the social feasibility of the work and the main problems faced; the Plan shall assess the involvement of land and population to shift the costs of the resettlement plan, including land, houses, infrastructure basic and necessary equipment, if applicable. Mostrar menos -

The development objective of this Second Programmatic Public Sector, Competitiveness, and Social Inclusion Development Policy Loan with Drawdown Option Project for ... Mostrar más + Uruguay is strengthen public sector administration; improving competitiveness through measures seeking to facilitate trade; strengthen the business environment and develop financial markets; improving social inclusion through measures seeking to enhance the equity and efficiency of health; and education and social protection services. The development policy loan (DPL) with a deferred drawdown option (DDO) is the second and final of a programmatic series of two loans. The series supports the implementation of economic and social sector reforms in the following areas: (i) strengthening the efficacy of the public sector; (ii) improving competitiveness; and (iii) making further advances on social inclusion, through improvements in efficiency and equity of social sector services delivery. The second DPL plays an important role in continuing and deepening support to existing components of the reform program supported by the first DPL. The Sustainable Management of Natural Resources and Climate Change Project's main objective is to promote among farmers and rural people to adopt sustainable integr... Mostrar más + ated production systems in economic, social and environmental, within a context of integrated ecosystem management and natural resources. By incorporating management measures on soil, water, natural pastures, it seeks to improve the productivity of rural establishments integrating biodiversity conservation, tending to reduce the vulnerability of family farmers to climate variability. In parallel, it will improve early warning systems, improving decision-making process and the predictability and risk management to extreme weather. The development objective of the project is to make investments in agriculture and livestock production systems environmentally sustainable and resilient to climate variability while reducing GHG emissions from the sector. The objective would be achieved through developing instruments that would provide critical and timely information, as well as technical and financial assistance, to farmers in order to promote investments in their production systems aimed at reducing risks and making them more resilient to extreme climatic events. As a sector project where funding for specific subprojects will be examined on a case by case basis during implementation, the environmental impact depends on: i) how each sub-project will be evaluated for potential environmental consequences that lead to rejection acceptance, redesign or acceptance subject to mitigation measures, and ii) the likelihood of an institutional structure that could implement the recommendations of the Environmental Assessment. This project is to generate demand from the productive sector investment projects. This may mean that a proposal could create a risk of environmental impact. The project will contribute to the sustainability of the expansion and development of the agricultural sector in the medium and long term upgrading the integrated management of natural resources through improving the environmental quality of farms among other things to improve water use, soil and natural pastures, to increase forest cover with native species, reduce the use of agrochemicals, improved water catchment areas and others such as those mentioned in the preceding paragraphs. Since this is the expected result, it does not qualify as a project that generates a negative environmental impact; quite the contrary, at the environmental level it will have a positive or neutral effect. Mostrar menos -

La base de la reforma ha sido la introducción de un impuesto a la renta de las personas físicas de naturaleza dual, que grava las rentas del trabajo aplicando un sistema de tipo progresivo, y las rentas de capital con tipos proporcionales más reducidos. Este trabajo pretende suministrar información para facilitar el debate de políticas en relación con las consecuencias distributivas de la reforma tributaria. Asimismo, estimula un análisis más sofisticado de las reformas tributarias actuales y propuestas. Al diseñar un sistema tributario, es necesario equilibrar las demandas de eficiencia, equidad y simplicidad administrativa. El trabajo se centra en uno de estos aspectos, al evaluar el impacto sobre la equidad de la reforma tributaria introducida en Uruguay. The Government of President Pacheco Areco achieved an impres... Mostrar más + sive degree of economic recovery as the result of a thoroughgoing reform of the all-important livestock sector, successful implementation of difficult stabilization and incomes policies and the establishment of a greater degree of socio-economic consensus than had existed for Uruguay in many years. One of the most remarkable aspects of recent Uruguayan performance is the rapidity with which short-term debt in the form of rescheduled commercial and financial arrears accumulated in the mid "sixties" has been amortized. This has been accomplished through large net transfers of resources abroad, initially as the result of depressed import demand but more recently as the result of a sharp upturn in exports. Both in terms of internal reforms and long-term balance of payments outlook, Uruguay appeared to have made great progress in establishing the basis for a period of sustained economic growth. This report projects an average annual growth rate of almost 4 percent for Uruguay over the 1970-76 periods. The 4 percent growth target will permit consumption to increase at an annual average real rate of 3.8 percent. This will facilitate the visible improvement in living standards which is necessary to maintenance of a national consensus in support of development efforts. Uruguay's demographic growth rate is 1.2 percent annually. Thus, per capita consumption would increase at an annual rate of 2.6 percent over the projection period compared to an average annual decrease of 0.7 percent over the past decade. To achieve this growth rate, investment in fixed capital will have to average approximately 16 percent of gross domestic product (GDP) as compared to 11 percent in 1965-68 and to 14.6 percent in 1969. About 25 percent of such investment will be made directly by the public sector, indicating that the bulk of the increase in investment activity will have to be forthcoming from the rest of the economy and demonstrating the great need of the latter for access to adequate credit resources as well as for appropriate price incentives. Mostrar menos -
