Road maintenance and rehabilitation works are expected to improve road quality and to decrease road users' transport costs. The project would also include institutional strengthening activities, aimed at supporting the Ministry of Transport and Public Works (Ministerio de Transporte y obras Publicas, MTOP) in its planning and regulatory duties. It is considered that the potential environmental and social impact of the program is low. The rehabilitation and maintenance works were carried out in rural areas and the main impacts will occur during established periods, that is, rehabilitation (under 2 years) and maintenance (over 2 years). In both cases the presence of contractors and machinery can extend for several years in the same sector as after the rehabilitation contract, they can hire the same company or another for a maintenance contract. The main social and environmental impacts associated with the program are works related to rehabilitation works of roads and bridges, operation of camps, asphalt plants and lending sites (quarries), the generation of hazardous wastes (oils, lubricants, fuels) and inconvenience to the residents (noise, dust, risk of accidents, social relationships with contractors). Mostrar menos -

The aim is to reduce the buildup of greenhouse gases in the atmosphere, through the reduction of emissions in the landfill of the city of Montevideo. This project complies with all social and environmental safeguard policies of the World Bank. However, there are negative impacts of the project. On the atmosphere, the impact can be seen as slightly negative, due to the chance of noise and air pollution caused mainly by the movement of machinery and vehicles during the installation of project infrastructure and construction of the plant. The greatest impacts on the environment, in terms of soil erosion and temporary modifications of the topography have been previously caused by the construction and operation of the landfill. The installation of the infrastructure is what will cause a greater effect. The visual impact on the landscape is considered an unfavorable impact of the project in the construction phase, as in the operation of the landfill. Los posibles impactos se identifican como: ruidos de máquinas; olores por excavación; emisiones de gas y materia en partículas (metano, dióxido de carbono, óxido de nitrógeno, sulfuro de hidrógeno y otros contaminantes) que ocasionan contaminación del aire; contaminación de aguas superficiales y subterráneas debido a vertidos, químicos tóxicos y causas bacteriológicas, así como la disminución del nivel freático; impactos sobre las plantas y los animales debido a la destrucción de hábitats, pérdida de capas superficiales de tierra y deterioro de tierras debido a la erosión y cambios en la estabilidad del terreno; e impactos visuales debido a cambios en el paisaje. Entre los impactos socioeconómicos, se pueden encontrar: riesgos de higiene y seguridad ocupacional para los trabajadores debido a accidentes; entre los impactos positivos, están las mayores oportunidades de empleo. Para aliviar algunos de estos impactos se pueden tomar las siguientes medidas: plantar árboles (un cinturón ecológico) alrededor de instalaciones que generan ruido y los inmuebles en general; realizar el mantenimiento de los equipos para mantener el ruido y las vibraciones en un nivel bajo y reducir los vertidos; hacer que los trabajadores usen equipos de protección; sellar aberturas para evitar el escape de gas, y eliminar los vertidos de acuerdo con las normas ambientales. Se considera que las emisiones químicas son de un nivel aceptable y no se espera que ocasionen la contaminación del agua. De igual manera, es probable que los impactos a la flora y la fauna durante la construcción y el funcionamiento sean temporarios y mínimos y que, principalmente, representen interferencia. Los impactos más importantes sobre la tierra (erosión y alteración del paisaje) se producirán por la infraestructura construida para transportar y tratar el gas. Mostrar menos -
