Reinvigorating India’s Electricity Distribution for Access, Reliability, and Digitalization

The World Bank has been supporting the modernization of India’s electricity distribution systems, which are essential for improving efficiency and reliability in the power sector while helping India meet its climate goals and commitments. Despite transformations in India’s power sector—one of the largest and most complex in the world—electricity transmission and distribution remain the sector’s weakest link, posing risks to the country’s ability to ensure reliable, sustainable, and affordable electricity for its population of about 1.4 billion people.

Development Challenge

India’s electricity distribution sector has long struggled with high losses, unreliable supply, and weak financial performance among state utilities (DISCOMs). Despite universal electrification, many regions—especially in the North East, Jharkhand, and West Bengal—faced outdated infrastructure, poor service quality, and limited digital systems. Rapid renewable expansion, rising demand, and financial stress further strained grids, underscoring the need for modernization, efficiency, and inclusive access to support India’s growing economy and clean energy transition.

WBG Approach

The World Bank Group employed a comprehensive, state-led strategy to modernize India’s electricity distribution sector, combining financing, policy reform, and digital innovation to improve reliability, efficiency, and financial resilience.

  • Innovative Solutions: Introduced smart technologies—including advanced metering, SCADA, and digital billing—to strengthen operational efficiency, revenue collection, and customer service.
  • Blended Financing: Combined IBRD loans with technical assistance and analytical work to promote results-based investments and private-sector participation.
  • Institutional Strengthening: Supported governance, tariff reforms, and data-driven management to enhance utility accountability and long-term financial health.
  • Partnerships: Collaborated with the Asian Infrastructure Investment Bank (AIIB) and Australia’s Department of Foreign Affairs and Trade (DFAT) to expand co-financing and capacity building.
  • Transformative Impact: Created a replicable model for inclusive, climate-smart, and digitally enabled power distribution reform across developing economies.
